I'm not sure it's even capable of collecting data (and in theory tap to pay is skimming resistant) but it could easily be transmitting something malicious to phones like even a link to a fake version of the banks website with a "login to enable" type message would be enough to get a lot of people

Wait ... this is a good point, but not for why you think. I just realized that "tap to pay" is an RFID function. Meaning that, generally, power has to be supplied either by the ATM in order to read your inert card. Would that even work through a sticker? Even if it's ontop of the machine reader?
