They have. You can reregister at a constituency you've previously had an association with. My sister had a choice of central Newcastle (uni) or rural Oxfordshire (grew up) after twenty years in Germany.

Can't speak for Canada, but in the UK I think one of the key differences is that we've much stronger party discipline. Firstly your effectively voting for Prime Minister (via a local candidate) and that leader has a team already about him. Secondly hardly any of them are obstructionists.
