outside the doc is interesting, it’s been a long time since i have thought about how that works. the “root” is just a list of urns to all be transcluded together? that doesn’t feel right… Wikipedia hole incoming…

Yeah, the idea is that the author's link anchor to the text from an external doc via locs (start, end, uri), and the authors link file is just one of whoever else writes one, similar to what hypothes.is eventually did.
