Those weren't substantial or public facing in any meaningful way. I think he's rightly saying here that Biden can't handle a challenging interview. If he could, it would have happened already.

While you're technically correct that there were no teleprompters at those events, I would be shocked if the majority of viewers of either of those events came away feeling better about Biden's cognitive abilities. The Waffle House appearance is particularly awkward:
Dan Pfeiffer made the point that it was his team that wanted the early debate thus explicitly debunking the idea that they knew he wasn't capable. Now they could have on blinders and not recognize the deficiencies of their candidate or debate night was actually an abnormality.
Genuinely, did he take questions at the events on the night of the debate? I am sorry that I don't think shaking people's hands at a Waffle House is a sufficient example of what Pelosi is calling for.
