That very well could be but by "prepare" I mean they should also be working on messaging, not just making sure of the legal framework. Making sure that people know those ballot rules in advance so they're not hearing about it from the first time from Trump or the GOP.

And they should be preparing NOW to head off the Heritage Foundation. Even if Biden doesn't step aside, they should have people working on this issue now just in case. Waiting until the last minute and then shouting "this is not normal!" etc. is what they shouldn't do.

This is assuming that it was, in fact, just one bad debate performance and not what everyone thinks it is, serious cognitive decline. If Biden were to be replaced now, there's still plenty of time to recover, if he goes into the debate in September and be the same or worse than it's over
