I imagine that letting the word go out that they would not be punishing anyone for running a primary campaign would have been enough. Plenty of Democrats dream of being President but challenging an incumbent who is running is understood as not being the thing one does.

I think I understand what you’re saying but if that’s the case, then Biden wouldn’t have had any challengers.
