Most of the people eating goat I know buy a living goat and butcher it themselves. USDA would never interact with that animal except on a farm census, which does not track anything but on-farm populations and sales receipts. No consumption statistics.

That would show up as a meat or milk or Angora goat. The first two categories have had stable populations for the last decade and meat goat numbers had declined from a peak in the mid-2000s. Angora goats are more volatile in population but are also much fewer in number.
