NYC has had an epidemic of fake temp plates sold by dealers but their paper temp plate was not attached well, and it was flapping in the wind and i caught a glimpse of the real plate underneath it. But i couldn't get a good read to report them or anything.

Ohhhh. I get it. I'm sorry. I totally read that as a paper plate, for eating, that was somehow fake, and he drove off with it. Your thing makes way more sense.
