To clarify, does that mean dozens in each of four states or dozens between all four states? It's very important that I know whether this is 50 voters or 200 voters because that'll make a big difference in terms of how much this could not swing an election.

If you look at something like ASOIAF, it's a big sprawling epic that tells many, many stories. It demands multiple POVs. But if the books were about a single characters' journey, you'd probably just have one. I don't know that there's ever a formalitic NEED to head hop in a single chapter but

Yeah. I am a notoriously slow writer. My first novel went through... 1 to 2 years of revision. Follow-up has been 95% done for a few years now, so I guess technically I haven't started revising yet. 1/2

It really depends on the story you want to tell. Based on the framing, it sounds like you're envisioning stories that could benefit from multiple POVs: big sprawling tales where the overarching plot is more important than any one character's arc. Let the story decide.
