This. We rely on private enforcement to do the job of the much more robust regulatory apparatus used in other countries. Our approach is much less consistent, much less efficient, and much less effective. But it's also much less fair.

In Poland regulators really hate dealing with issues that private individuals and companies bring to them. They have politically or personally (regulator head) chosen priorities. Private enforcement lags as well because hey, why should the courts regulate. But at least public has teeth&is active
