Can NaNoWriMo apply its code of conduct to all interactions with them including respinses to private messages they send you? Probably yes. Is it catastrophically stupid to try to do so on almost literally countless levels? Absolutely yes.

The best part of this is them saying they are "enforcing code of conduct" but then also using that as a platform to defend their views on AI, making it the least professional rules enforcement I've ever seen.

I didn't even realize they were an actual organization, rather than just people having a set time of year to motivate themselves to write. I feel like I've just learned that someone got cited for code of conduct violations of their novembeard facial hair.
