If it’s about clothes it has to be specific enough that the wearer knows it’s about the clothes and not the body, I think a lot of cishet guys don’t have the fashion vocabulary to make this work, so they’re probably wise to steer clear, BUT they could also learn some terms!

I didn't know that but in thinking about it, I usually compliment the colour someone is wearing, not the fit/fashion. I do not trust my fashion sense but I think I know colour well enough.

I've complimented two female coworkers on clothing over the years, but both were people I knew quite well. One had a really nice artsy jacket, of a style my wife also liked*. The other was a sysadmin who alternated fun clothing and messing-with-hardware clothing, and her fun outfits were often fun.

I stay away from “You look great in that blouse”, for example. It has an element of judgment that I think is out of bounds. Instead, I would say something like, “That’s a very cheerful outfit” or something else that is non-judgmental.
