Yeah it was just party apparatchiks who styled themselves experts and pretty much anything because they went through the party cadre schools .

The stories you hear/heard about how ridiculous of some of people in the communist parties were very much is akin to what the republicans are now. The SED slogan was "the party is allways right" which meant party members would f.e decree a building to be struturally sound against engineer advise
