a) Yes, they can. However b) That phrase isn't in the Constitution, therefore it doesn't matter. (Also, as I recall, SCOTUS has ruled that since you can contact elected officials, that's representation even if you can't vote.)

Also, is this supposed to be some sick burn? Because I and my 700,000 neighbors who are US citizens living in Washington DC don’t get to vote for anyone in Congress.
