At this point, we may as well go back to the Articles of Confederation. The feds are powerless unless the President forms a criminal conspiracy to force the states to do what he wants.

They’re not states. They’re vessels, traveling freely along the crust of the planet. By admiralty law land is a ship. This means the president cannot give orders to states, as he hasn’t got a hat.
