When our dog was a puppy she was attached by a giant dog that got away from its owner. I scooped our puppy up and it was safe, but the big dog bit my leg hard. To this day our dog is still skittish around other dogs and overprotective of me, and it's easy to see how people can lose pets like this.

Saw a vid on YT just last week about police shooting people's pets. Some were examples of improper conduct, but a few were just the officers protecting themselves when people's unleashed dogs came running at them. Your dog could be a total sweethear, but other people can't possibly know that!
