So if I am reading that correctly, with the current system, the studios take this path because the write-off for the actual expense of making it is less than the write-off for the finished product. Which is why they let things get finished and then cancelled, correct?

Right, so, the way this works, and I'm not in this industry so there's ins and outs I'm going to miss, but in general the treatment is you don't get to take the production costs as you incur them against your income, you have to -captalize- them, forgoing the expense, and put them into the 'show'
