Here's a fun thing for DMs: a mirror trap that produces illusory images of the PCs. The images do real damage, not illusory. Hurting the images causes damage to the PC that image reflects. The only way to damage the image is to attack the PC it reflects.

TNG is a little more clear on the authority the Federation, and by extension, Starfleet, has over colonies, but I would surmise that they would step in and prevent the miners from disregarding the well-being of the native Horta. Whatever analogue they have to the EPA would likely take point on that.
