I actually went and found the EU debate on this and found it was a quiet one-line paragraph that, by the time anyone noticed, public consultations had closed. Very sneaky. The law was passed about 6-7 years ago.

Even more funny is this: The UK is theoretically free to make the most of its post-Brexit freedoms, but the integrated nature of car manufacturing means new vehicles [in the UK] will also be telling their drivers to take their foot off the accelerator.
