🇳🇿 A bit of an aside, IMHO describing it as apart from the whole of society by calling it a sector is problematic. We do this all the time. For example: "The sector’s funding squeeze wasn’t just limited to our tertiary sector." It is divisive by definition: "A part or division" Can we do better?
