this puzzles me. I thought with Clean Air Act, we had gone a long way to eliminate interstate air pollution. for ex, acid rain is no longer a huge problem.

The Supreme Junta actually has no authority to enforce anything they determine not to be in RNP(Republican Nazi Party) best interest...they have the power of judicial review granted by 7th and 14th Amendments but no Power of Enforcement without the support of the Legislative and Executive Branches.
