I guess because it puts the burden on the applicant, a person they can pursue for fraud, rather than a document which people can claim was a misprint, accidentally submitted, or that the office workers misread it. It’s all about making sure they have someone to sue to recoup fraudulent benefits.

Yeah, that checks out. They seem to be way more worried about fraud than they are about whether eligible people can actually access their services
