The Democrats have enough things to sink them in the November elections, with Biden running or without him. They should have eliminated the risks for an all-out Middle East war this summer. It was - and is - perfectly possible. They didn't, and instead invited Netanyahu to Washington.

This "No other administration..." is a very bold shot. Trump wouldn't have done anything against it, and I am not sure Hillary Clinton would have.
I try not to see things solely through the lens of US policy but in this case it is absolutely central and, as you rightly say, what is so mysterious about it is how this particular policy seems so antithetical to/destructive of the Administration’s other stated objectives.
