Yes. This is also what building people power and community organizing is built on. Incremental campaign wins that gradually builds the collective power of a group to achieve something greater - distinct from a policy position or process, but the same principle holds in both.

It's both a target and projection. Any bill that's passed requires implementation. So literally any piece of legislation - especially those that require a long-time horizon - will have both. And if the next admin is Republican, implementation will grind to a halt.

One thing that's not getting enough play: His enablers have already crossed the Rubicon after Jan. 6. The coup attempt happened. They forgave him (in words or deeds, or both). Everything from here on out is a shoulder shrug, at best. That's markedly different from Trump's first term.
