Adding to this: if for whatever reason your dog, cat, or ferret has a valid veterinary reason to not get rabies vaccine boosters, they should have their rabies titres tested annually. Most unvaccinated or undervaccinated pets have an unknown titer status and thus pose a risk to public health.

Just to get this on the record once again, there is no preventive vaccine against human rabies and no well documented case of anyone surviving without quickly getting the post exposure prophylaxis— it’s actually a miracle that animal vaccines are available, not a scam
