I am pretty sure you _could_ appeal your imprisonment in the gulag (but that fact might be more evidence of your guilt). Just like you can always appeal to the mercy of the king.

Law that doesn't bind the prez certainly doesn't protect the citizens. Elite legal scholars included.
As a retired practitioner, I have trouble calling most of these academics "lawyers". Many of them have scarcely practiced, or practiced at a level so abstracted (e.g. drafting appellate briefs) from the law as it's fought in the trenches that they'd get filleted fighting a traffic ticket.
It's a perfect little statement for specifically constitutional law brain as well because most normal lawyers have to think about the actual mechanism: who controls your ability to file something in court? BOP. And who is BOP's boss? Oh yeah it's the guy who imprisoned his political enemies
