The book started when Chris and I met in a grad school course on decision-making by Bryan Jones. Given the long gestation period, lots of kind people have helped us along the way. We are grateful for their support, especially Rachel Blaifeder and the team at CUP.

We argue that political issues motivate policymakers & interest groups to change policy. Depending on how interests compete with each other (opportunities), the executive uses its powers with distinct forms of policy change. The empirical part delves into budgeting in the American states.
