There is almost never a smoking gun. There are little pieces of a puzzle scattered among pieces of a dozen different puzzles. The relevant pieces can only be found and make sense when someone who knows what the law and issues are recognizes their value and puts them together.

And if it finds nothing, how do you verify the accuracy of its finding without reviewing everything manually? Even if it finds something, how can you verify that it didn’t miss something. Translation is complicated. People use slang and abbreviations and words can have so many meanings in context.
