The determination of Breed, Dorsey, Humphreys, etc. to address SUD/MI/poverty as a zero-sum game means there's no chance at all this housing will be operated without cruelty and obsessive control. (Also, the wraparounds will almost certainly be funded by cutting them for those in general housing.)

Sober housing that allows relapse is by definition not sober housing. The entire institution of it is driven by authority, surveillance, and punishment. This would be merely disruptive if the consequence of relapse was being moved to general housing, but the consequence here is eviction.

Sober housing, for some, has additional benefits over "general population" housing. But as long as there's no intention to house everyone, creating differentiated sober and non-sober supportive housing largely serves as an extra instrument of punishment.
