But what does that mean and what form will that take? Trying to negotiate a higher level of freedom of movement of goods, services and capital without people will not sit well with the EU, particularly in the current climate

Realistically, rejoining the EU would politically be a tough sell without it being an explicit part of the election platform. And even under a best case, it would consume all government focus for a full mandate. You can join the EU or do everything else. At best it could be 2-3 elections from now
