Secondary tax is simply your marginal rate that you'd be paying if it was all part of your primary job, I thought? I'm unclear how that is 'means testing'. Perhaps I'm missing something.

That was my thought too, but I read the actual report and the numbers came from 2 different places. I thought they meant 1.7% of the 56% but it's 1.7% of the 13.2% absence (on a time basis) of which 5.1% is due to sickness, and 1.7% is known to be truancy). Still bad, but not as dire. (pdf v)

Does "lived under that family" (presumably the Liddell family of Ravensworth) mean that he worked for them? Or more personal?

Was quite pleased today to see 4 different (and not usually seen) birds on our local pond! An Australian Coot, two NZ Shoveler ducks, 2 black shags, and a NZ grebe (aka dabchick). That last one has an estimated population of only 2000, so we feel quite lucky to have seen one. #nz #birds
