I think you're basically right and I should not be too alarmed. My only difference is that I do think the ideological preferences of Japanese voters are as strong as anywhere else, but the ideology is more broadly shared among main parties/candidates and not divisive on a partisan level.

I experimented this semester (gave students a choice, with the AI option requiring a paragraph of explanation of how they used it) and this Is exactly where I ended up. ChatGPT made papers worse in completely obvious ways, with the best-case scenario being a weak-sauce, totally unfocused argument.
