It’s because for conservative speakers, the added security is for show and simple crowd control. But for guests considered an “enemy” by conservatives, the added security is to prevent mass violence. And they know it.

While almost all the chaos comes from outside universities, some aspects do hinge upon the quality of leadership. Carol Christ has led UC Berkeley effectively and UC Regents are pretty no-nonsense. OTOH, is there anything more important to USC's leaders than selling naming rights to donors?

I will acknowledge that USC is a private institution, while Berkeley is a public institution, so the free speech guarantees are different. At the same time, the student is told she cannot give her speech because of her social media profile, not the content of the speech itself.
