Absolutely agree. Unless you can prove incapacity or out of the country with no means to vote - like making a wildlife documentary & camping out - heavy penalties for not voting.

Will there be any kickass penalties? Probably not.
I still say dismiss the Electoral College and get the Popular Vote in place before November.
The GOP are not the party of honor & cheated to get where they are, which is why they've disrepected our constitution.
