There was an almost 10 year period in the 1960s-70s where LDS women were prohibited from praying sacrament meeting because the meeting needed to be opened and closed by the priesthood. And then it didn't anymore.

Some ppl in leadership don't recognize their power to make meaningful changes and just stick with the status quo, inadvertently hurting those adversely affected by the status quo. Others recognize their power and believe God has given them a divine mandate that ends up hurting those on the margins

This kinda gets to why I a bit indifferent about women getting the priesthood as an answer to inequality and abuse in the church. Would it help? Sure. But there's this ugly way we understand power in the church that won't be fixed. Maybe it's more of a lack of understanding.
