Either the Government doesn't actually believe repealing the oil and gas ban will lead to new drilling for fossil fuels, or it has no intention of fulfilling its climate commitments – or it simply doesn't believe in climate science.

It's gotta be the former. The horse has gone. No sensible explorer will ever open new offshore claims here again, given a change of government will undoubtedly see the restrictions back - exploration is not a short term game.
