Not to support that a-hole Roberts but this is sadly pretty common across the country to have these legacy terms in deeds. They are unenforceable but most who have them are not aware and they are not easy to remove

I am familiar with Grants Pass and similar communities in Oregon. What this means on the ground level is that these cities will try and to some extent succeed in making it untenable to be homeless there, fully cognizant that this will push this population to larger towns nearby. In this case, 1/2
