That is impossible in a capitalist society, unless no one ever has a pay rise ever again, there are never any scarcities of any commodity and.... etc.
Why are you saying things about economic conditions which can be shown as demonstrably daft in about 3 seconds by non-economists?
"Inflation" is an abstract concept, an attempt at measurement. Prices are not abstract, and almost all Americans know that prices for everything needed to LIVE in the US are far higher than only 3-4 years ago. (And few if any are falling.) This economic measurement is severely misleading.
