The idea that it's wrong to bring up a problem without also presenting a solution comes from advertising and sales.
It's useful if your aim is a comforting and appealing narrative. It's toxic as fuck if you want to actually fix anything.
I think it's less comfort-based & more competition-based. I try to remind my kid all the time that it doesn't matter who caused a problem, only who is able to solve it. Anyone trying to "climb the corporate ladder" clings to a problem until they can provide the solution.
