this is true. but I'm increasingly convinced the basic structure of the thing, House-Senate-President, is just completely unworkable today

I think the mythology of the thing is too strong to change the basic structure, at least v-a-v congress, president, court, but it desperately needs to be updated to radically change the way they work and relate to each other. Prop rep for the house, senate votes with house instead of separately, et
