It cynically occurs to me that the White House could have had a few versions of these remarks prewritten and edited months ago. They could have had several if-then policy responses designed and vetted, even talked through with trusted, non-leaky legislators. So I wonder if that happened.

If they lower the fee to 5 or 8 bucks or something, it won’t reduce congestion and that will doom it to failure not just here but everywhere. People will point to New York and say, “It didn’t even work there!”
