Sorry I’ll try again… last post was full of typos! This article is depressing but not surprising. However, I’m a bit confused about the hybrid SUV. Does it mean it uses more petrol when in fuel mode, or something else?
You would never expect two different testing regimes to produce exactly the same results but this sounds like a variation of Goodhart's law, "When a measure becomes a target, it ceases to be a good measure". Cars designed to do well on the test, not on the road.
Can't escape the laws of physics & thermodynamics.

....but a smaller 1000cc engine made of say aluminium and silicon weighs less than a cast iron 4.0L V8.
While not at all suggesting emissions cheating doesn't happen, it shouldn't be at all surprising car A uses more than car B when there are websites all over the world that report real-world fuel usage.
The 1.2 liter is probably turbo charged. With a turbo, compression ratio goes down and that reduces thermal efficiency. In boost, it uses even more fuel to keep combustion temps down to avoid preignition, even *further* reducing efficiency. Real-world driving usually uses more power than tests do.
