Hey I can pay for all those fares for a year in like a month by getting to follow city buses and assess a fine to every driver parked, or double park in the bus route . Heck, just start ticketing NYPD for parking and license plate violations.

The one time fare only a few cents more expensive—but the MTA charges double for a 30 day pass?! What kind of math are they doing? And what’s with express being more expensive?

Idea: psychologist solves fare evasion by mailing/handing out 100ks of prepaid fare cards in exchange for "research" participation, which involves no observation or measurement -- just going on their way.
