Hey, just FYI it does work but only for Utah residential and mobile IPs (corporate and datacenter ones get denied, so use asocks.com) and only if you click through to the form from main page (hotlineform.utah.gov ), referer check I would presume

well, in case it goes up again and still requires a Utah IP, asocks.com provides some of the cleanest USA IPs I've ever used with ability to geotarget down to city.
Unlike VPN and most other proxies, the IP appears residential to most analysis tools (VPNs look like obvious datacenter IPs usually)
