Yes. Considering that technically the state makes it punishable by law to not attend public school if enrolled, and a student must remain in school (a state institution) for upward of 7 hours every day (many campuses are closed), providing basic water, bathroom, and free food, must be bare minimum.
Missouri's legislature is controlled by cruel, cold-hearted men and women. It does not cost much in taxes on the wealthy to buy simple meals for children.
The states giving completely free lunches during the academic year include Minnesota, New Mexico, Colorado, Vermont, Michigan, Massachusetts, California, and Maine.
