Per the article, they can't prove he caused any specific injury (there were severe injuries!) and can't prove he was part of a collaborative effort that caused the injuries.
The first I guess I can see, if that's the legal standard, but the second seems like horseshit.
Seems a little odd they can't connect the battery to any specific injuries, but what's missing here is any reporting on and how and if the victims are cooperating with the investigation. A credible injured victim id would be part of building a case, I'd guess.

The article says they referred it to the city attorney for misdemeanor assault because they didn't have enough evidence for felony assault. Could be BS, or that could just be how assault works in California, idk
