Governor Newsom just passed a nearly $300 million budget to combat “organized retail theft.” Since then: Retailers are admitting they lied about the extent of retail theft. And FBI data just released tells us retail theft is down & property crime is *lowest since 1961.* Lies.

Leaving aside the lies and bullshit, I wonder about the origins of the lost sales that are attributed to shoplifting: some is shoplifting, but how much is breakage or improper storage, more easily blamed on random poor people? How much is stock theft? How much is fraud and the item never existed?
