I think that in Noem's case we have to consider that the animal cruelty _is_ fascist symbolism. she put that story in her book on purpose to tell readers something about her and what she'd do with power, and it's not really subtle or difficult to parse out _what_ she's telling them.
The fact that for so many people animal cruelty as an issue only exists to be definitionally less important than other things ("You care about animal cruelty but you don't care about...") is a major reason why these people can get so far before anyone does anything.
