No joke here (sorry): Homelessness in Finland is very low because they provide small apartments and mental health support without any conditions attached to it. 80% of those who use it get jobs , gain stable housing, and sobriety But thanks for the plastic trash can in NYC, Mayor Adams

It's for when you can not make it to the toilet, especially for small kids/children. Especially back in the day when single bathrooms were common and it was not near bedrooms.

The sparrows that land on my deck and hang out in the tree just off of it have been extra loud assholes this year. It would have been unsafe shooting bb's toward the parking lot and all the windshields, so I had to settle for a cheap squirt gun with water to keep them moving along.
