Rehearse, and time the rehearsal. If you are showing a turn, stack the deck/situation to highlight an interesting interaction. Think of it as a learning experience with a chance of more, rather than more with a chance of learning experience.

I'm not sure the distinction is meaningful, playtesting is an integral part of design. If you are asking does it improve your skills more to design a few iterations of many games vs many iterations of one game, probably a bit more the former? At least in terms of being better positioned for game N+1

But for an already recognized power, like oh say, an unending national emergency declaration, I'm pretty sure there's loopholes large enough to drive a national guard tank through and the only remedy would be impeachment. Emergency powers are official acts, he's immune from prosecution

Executive orders are specifically about telling executive agencies how to act/prioritize their legislated mandate. So anything outside that purview would be shot down by SCOTUS like the debt stuff was. They'd probably maintain he couldn't be prosecuted for it but it wouldn't have any legal bite
